I thought that the "discussion" tab was for discussing the content of the page, rather than for getting help. Isn't the "Community portal" the place to go and ask questions etc.?

Yes, you are right. My plan was to have a separate module for discussions, using "Extension:WikiForum". Its installation does not entirely depends on me. For now, we can use this "discussion" tab for discussing the tutorials.
