FD Offline support operations

The following operations are necessary to maintain and monitor FD data quality during LEP running and reRopes :-

FD data quality monitoring
FD calibration ( Not yet available )
ReRoping the FD data
Determining the FD luminosity

The scripts required for all these operations are stored on shift, under the directory ~jec/rope... All are variations on the standard FD shift script
