Network performance metrics

The metrics document will be finished at the same time as the requiremetns deliverables. Which is clever, eh?
They think that we should start talking now, to make sure that the document matches the requirements.
Javier was thinking more that the metrics document would get finished, and then coordinated with the requiremetns afterwards.

Either's good, though the former makes some sense.

Talking about whether you make measurements at layer 3 on the network, or layer 4 (i.e. end-to-end stuff).
To really diagnose problems you need both.
Tiziana: end-to-end measurements are the ones required by the middleware.

Loikik: "our" little group has only network people. But need people who work with TCP people, who will work with TCP tuning and so on.
