Say we use the NMWG stuff, get rid of all mention of DAMED except to note that although NMWG is based on DAMED, but there's no protocol part to the names now.

When: 1:

We say that we're supporting time + 2 tolerances.
We are also going to allow startTime and endTime, but just state that if you use them, it maps directly to:

   targetTime=startTime
   negTimeTolerance=0
   plusTimeTolerance=endTime-startTime
   allresults=true



Ok, grudgingly accepted that it should be allowed to ask for the n "temporally" closest values to be requested.
Just so that there's a limit available.
Left as an open issue.

Open: 9:

Just say "time since midnight 1 jan 1970" and not bother with units.
