ScalableTCP ScalableTCP is a specific instance of the HighSpeedTCP protocol by Tom Kelly. It's goal is to allow high utilisation of the network regardless of the underlaying technology. It achieved this by implementing the ability to recover from congestion at any cwnd size in the same amount of time. Downloads
